**Describe the task**
Record the inputs and outputs for SFMS runs so we can debug and reproduce any issues that come up.
**Acceptance Criteria**
- [ ] Record season start date and end date, input source (WF1 forecast/actual, weather model)
- [ ] Record version of SFMS that was used to generate outputs from inputs (requires versioning SFMS)
- [ ] Record when a station starts and stops reporting indices.
- [ ] Record when a station has a forecaster forecast available.
