SFMS Insights: Option to Identify Non-Fuels on the Fuel Layer

**Describe the task**

Option to identify non-fuels: using Grey for example (UX to ensure compatibility)

**Acceptance Criteria**
- [ ] Add Non-fuel (light gray) and Water (blue) to the map legend.
- [ ] Display non-fuel and water on the map as opposed to being transparent.
- [ ] Add tool tips for non-fuel and water.
- [ ] When snow layer is turned on, add "Snow covered" to the fuel type tool tip. Eg. ) Non-fuel - snow covered.

- Non fuels exist on fuel layer

Locate the map fuel-layer rendering, legend, and tooltip entry points, then inspect how the snow layer changes fuel-type labels. Update the map presentation for non-fuel and water, their legend entries and tooltips, including the snow-covered wording, and verify each acceptance criterion in the map UI.
