**Describe the task**
Option to identify non-fuels: using Grey for example (UX to ensure compatibility)
**Acceptance Criteria**
- [ ] Add Non-fuel (light gray) and Water (blue) to the map legend.
- [ ] Display non-fuel and water on the map as opposed to being transparent.
- [ ] Add tool tips for non-fuel and water.
- [ ] When snow layer is turned on, add "Snow covered" to the fuel type tool tip. Eg. ) Non-fuel - snow covered.
