**Describe the task**
Create an ON/OFF raster input for green-up status for deciduous and mixed wood fuel types.
**Acceptance Criteria**
- [ ] 2 provincial Julian Date static rasters, 1 for leaf on in spring, 1 for leaf off in fall, using julian date
- [ ] SFMS checks rundatetime, if date between spring and fall, it's leaf on, if outside the spring and fall, leaf off
- [ ] Reclassify fuel type grid according to leaf on/leaf off status (leaf on: d2/m2, leaf off: d1/,m1)
