**Describe the task**

Establish simply grass curing logic that automatically updates grass curing inputs each day of the fire season. grass curing = 65% ?

**Acceptance Criteria**
- [ ] Create logic based on region, elevation, and time of year.
- [ ] Implement logic to automatically generate a grass curing raster input each day of the fire season.

**Additional context**
- Future methods for grass curing could spatially interpolate weather station values, or utilize NDVI or other remote sensing sources.
- Next step for ASA: #4282 ?
