Dev: Consume the 2026 Fuel Grid

**Describe the task**

Creating a new Script to consume the Annual Fuel Grid

**Acceptance Criteria**
- [x] Fix Fuel Grid Automation Script
- [ ] I/O Trace versions (from Annual versioning currently) to allow multiple annual updates
- [ ] Update to the new 2026 Fuel Grid in Prod (should be able to simply copy the fbp2026.tif to dev and prod (there's currently a placeholder in dev that was used for testing) and unsuspend the 2026 fuel grid job) - see `docs/ADDING_NEW_FUEL_RASTER.md`. Also need matching percent conifer grid stored in s3 if the fuel grid is updated
- [x] Refactor ENV variables as necessary (perhaps store current fuel grid name in a db table?)
