SFMS Insights: Actual/Forecast Date selection

**Describe the task**
SFMS date picker limits date selection.
We want the ability to look at actuals and forecasts. We're currently only storing a single forecast raster for each day (forecast rasters are overwritten by the most recently created rasters), so we're not concerned about viewing multiple forecasts for the same day

- [x] Allow options to show Actuals and Forecasts
