MoreCast: Weather Station "Project" Status = Unable to View Weather Data and/or Submit a Forecast

**Actual Behaviour**

When a MoreCast weather station group includes a weather station with "Project" Status, Forecasters are unable to view weather data and/or submit a forecast

**Steps To Reproduce**

1. Verify functionality of a weather station group: weather data are visible + forecasts can be created
2. Add a "Project" weather station in your station group: try "Ingenika Point" in the Mackenzie zone
3. No weather data are available and the Forecaster is unable to create a forecast

**Expected Behaviour**

Forecaster is able to submit a forecast in a group that includes a "Project" weather station. Only the "project" station cannot accept a forecast

Start by reproducing the issue with the Ingenika Point station in the Mackenzie zone, comparing a normal station group with one containing a Project-status station. Trace the station-group handling for weather-data display and forecast submission; done means other stations remain usable while only the Project station is excluded from forecast acceptance.
