Description

**Actual Behaviour**

We frequently see C5 and C7 in the fuel summary table with no critical hours. Take a look at the following as examples:

1. Aug 25, Southeast Fire Centre, N7-Kootenay Lake Zone, C7
2. Aug 26, Coastal Fire Centre, V3-Pemberton, C5

Another oddity was displaying C5 in the table when 0% is under advisory as in Aug 26, Coastal, V7, C5.

**Expected Behaviour**

Critical hours should be displayed.

Research direction

Start by reproducing the fuel summary cases from Aug 25 in the Southeast Fire Centre and Aug 26 in the Coastal Fire Centre, checking C5, C7, and the 0% advisory case. Trace how critical hours and advisory percentages reach the fuel summary table; done means the affected cases display the correct critical hours and do not show C5 when 0% is under advisory.
