ASA: Allow user to review historical advisories/warnings

**Describe the task**
When you select a date in the past we show the info based on the most recent SFMS run. SFMS gives us 2-3 days worth of forecasts so it might be helpful to allow a user to select any given SFMS for a day and view the data.
