Align Use of Fuel Grid in ASA & SFMS

- [ ] Reprocess ASA MAY 7, 2025 onwards
- [ ] Reprocess 2024 ASA Data to capture transition from '22 fuel grid to '24 fuel grid: exact date TBD
**Additional context**
- HFI data not available for 2023 to perform reprocessing
- Note: previous bulk reprocessing of critical hours possibly overwhelmed redis - ran into some strange errors that were resolved by running the processing again. Need to confirm critical hours were calculated for every date
