**Describe the task**
Implement the SFMS Insights Layers as per #4203
**Acceptance Criteria**
- [x] User can only select 1 layer at a time
- [ ] Add both desktop & mobile for mobile friendliness
- [ ] Determine thresholds for switching for desktop/mobile based on Material UI breakpoings
