**Describe the task**
Motivation for restoring retired partitions is to be able to access historical data in a sandboxed environment for debugging or re-exporting data in a different format.

**Acceptance Criteria**
- [ ] Be able manually restore archived partition data to a crunchydb cluster
- [ ] Prevent or document how to avoid restored data being re-archived
