Description
As a Fire Centre staff member, I want to be able to view the Fuel Grid as a layer in the new SFMS UI so that I can clearly understand and see the fuels of concern in a given area to better inform ground crews of expectations.

Research direction
Review the completed Fuel Grid work in issue #3899 and the Numerical Weather Model Data issue #4157 first. Then map the remaining acceptance criteria—Elevation Grid, clipped raster downloads, FWI outputs, and PMTiles visualization—to the existing SFMS UI and web-app entry points; the work is done when each unchecked criterion is implemented and usable.
