Description
**As a** FBAN
**I need** to visualize current and historical fuel information on a map
**So That** So that I can describe the fuels surrounding an active wildfire incident or advisory area.
**Acceptance Criteria**
- [ ] Layers that are toggled on/off using the map legend.
- FBP System fuel types
- % Conifer
- % Grass Curing
- Snow Cover
- [ ] Colors used on map matches standard fuel type symbolization
- [ ] Time slider to go forward or back in time to view historical and current fuel layers.
- [ ] Option to clip a fuel type raster to a defined extent for fire growth modelling. Output would be a GeoTiff saved to the users Downloads folder.
**Additional Context**
- C-3 fuel type for mid island zone?
- FUTURE: Users could use the legend to select a fuel type(s) they want to highlight.

Research direction
No files, tests, or entry points are named in the issue. Start by locating the existing map, legend, and layer-handling entry points, then compare them with the acceptance criteria; done means the listed fuel layers can be toggled and time-filtered, colors follow the standard symbolization, and a clipped GeoTIFF can be saved to Downloads.
