Description
**As a** Fire Behaviour Specialist
**I need** more clarity from the Zone Information Panel re: the Combustible Land Chart
**So That** Advisories and Warnings Statuses are not confused with HFI pixel counts/percentages
**Acceptance Criteria**
- [ ] Make the Y axis static (Dynamic Axis is confusing - UX component)
- [ ] Stack the bars and color code them the same as they're displayed on the map
- [ ] In the legend, refer to the bars as either HFI classes, similar to the map legend and not as advisory or warning
- [ ] Title = Combustible Land by HFI Class
- [ ] Flip the orientation of the bars to read left to right instead of up and down
**Additional Context**
- https://airbnb.io/visx/barstackhorizontal
- https://airbnb.io/visx/gallery
- Class 5 = over 4K
- Class 6 = over 10K

Research direction
Start at the Zone Information Panel and its Combustible Land Chart, then compare the current visualization with the linked visx stacked horizontal bar example. Done means the chart has a static Y axis, stacked and map-matched colors, HFI class labels, the specified title, and bars oriented left to right.
