Description

**As a** Fire Behaviour Specialist

**I need** more clarity from the Zone Information Panel re: the Combustible Land Chart

**So That** Advisories and Warnings Statuses are not confused with HFI pixel counts/percentages

**Acceptance Criteria**
- [ ] Make the Y axis static (Dynamic Axis is confusing - UX component)
- [ ] Stack the bars and color code them the same as they're displayed on the map
- [ ] In the legend, refer to the bars as either HFI classes, similar to the map legend and not as advisory or warning
- [ ] Title = Combustible Land by HFI Class
- [ ] Flip the orientation of the bars to read left to right instead of up and down
