Morecast 2: Capture data for regression testing model changes

**Describe the task**
We have a long debug feedback cycle to verify changes to our bias adjusted weather models are correct. This is mostly to do with have to download many grib files for processing model runs. We should curate a canonical set of grib files locally or in object storage to test changes easier.

Start by reviewing the bias-adjusted weather model testing workflow and the blocker referenced in #3305. Identify the models and GRIB inputs that need canonical coverage, then make the collected files accessible for test runs; done when each model has usable GRIB data for regression testing.
