**Describe the task**
The ASA map currently layers the HFI grid on top of all other layers. As a result, the fire zone boundaries, linear features and labels cannot be seen.
**Acceptance Criteria**
- [ ] Labels should be the top layer displayed on the map - they should never be covered up by another map layer.
- [ ] Fire Centre and Zone boundaries should be second.
- [ ] HFI grid cells should be fifth.
- [ ] Polygon fill for advisory/warning areas should be fourth.
- [ ] Base map should be on the bottom.
