HFI Calculator: Seasonal Fuel Types and Weather Station Defaults

**As a** RWCO and HFI Calculator administrator

**I need** a feature to store fuel type and weather station defaults for shoulder season and lightning season

**So That** I can quickly configure HFI Calculator to reflect seasonal hazards and can document seasonal changes within the application.

**Acceptance Criteria**
- [ ] Given I log into HFI Calculator with an RWCO or administrator account, When I open the settings window for default fuel type and weather stations, Then I have options to store defaults for shoulder season and lightning season and can specify which option to use.

**Additional Context**
- Apply the same defaults to both seasons if a Fire Centre has not provided defaults for shoulder and lightning season.
