As a weather forecaster
I need skill scores for numerical models
So That my forecast period can be auto-populated with the numerical weather model sources that have performing the best over the past 7 days.
*Acceptance Criteria*
- [ ] Weather Model Scoring: we need to display the best performing weather source, for each day in the forecast period
- [ ] Weather Model Scoring: we need to display a text label for the best performing weather source for each cell
- [ ] Add a note that the Skill scoring is based on the last 7 days
- [ ] We need to verify how we compute skill scores for the automated data filling: 21 days vs 7 days vs daily vs hourly
- [ ] Wind direction stays blank

- Skill scores for weather models and bias adjusted models are stored in a database. These skill scores are viewable by anyone.
- Skill scores associated with my forecast are stored in an the databased and associated with my IDIR. Only I can view my skill scores.
- Skill score visualizations should be created where I can see my skill for a particular station or overall plotted over time. I should also be able to see my skill for a specific period plotted spatially on a map. I.e.) I want to see where and when my skill is low/high.
