Description

**As a** weather forecaster

**I need** a dashboard that visualizes skill scores and bias for weather models all in one place

**So That** I can quickly identify which models are performing the best and where so I know what I will use in my forecast.

**Acceptance Criteria**
- [ ] Given I'm creating a new forecast, When I open a dashboard, Then I can see skill scores and weather model bias for each of the five noon standard weather parameters (temp, RH, wind direction, wind speed, 24-hour precipitation) graphically for the past two weeks and on a map.

**Additional Context**
- Model performance degrades the further into the future you go. Forecasters will need to visualize model performance for days one to five in previous model outputs.
- The map could show average bias +/- over the past two weeks at each weather station location. the graphs could show forecast versus actual for each day over the past two weeks.
- This will require extensive UX research and mock ups before developing in the software. We do not want to replicate the current process used by forecasters. Rather, we need to put all their information in one place in an easy to consume format so they can make quick decisions on how to build a forecast.
