Unable to toggle area ready without making an edit

**Describe the Bug**
A user should be able to toggle a station ready with the default state (fire starts, fuel type, selected stations) but currently only edited areas in a prep period can be toggled.

**Expected Behaviour**
An area in any state can be toggled as ready

**Actual Behaviour**
Only areas that users have edited (fire starts, (de)selected stations, fuel types) can be toggled

Steps to reproduce the behaviour:
1. Select a date range without a prep period (no edits have been made)
2. See that toggles are disabled

Reproduce the issue by selecting a date range without a prep period, then trace the frontend area-ready toggle from the disabled control. Done means an area with default fire starts, fuel type, and selected stations can be toggled ready without prior edits.
