HFI: Fire centre dropdown icon alignment

**Describe the Bug**
Clear (X) and dropdown (▼) icons are aligned to the top right of the autocomplete text box.

**Expected Behaviour**
Clear (X) and dropdown (▼) icons are aligned to the centre right of the autocomplete text box.

**Actual Behaviour**
Clear (X) and dropdown (▼) icons are aligned to the top right of the autocomplete text box.

Steps to reproduce the behaviour:
1. Go to HFI Calculator
4. See Clear (X) and dropdown (▼) icons are aligned to the top right of the autocomplete text box.

Introduced after Material UI migration part 1: https://github.com/bcgov/wps/pull/1945

Start at the HFI Calculator and review the Material UI migration in pull request 1945, then locate the autocomplete text box and its Clear and dropdown icons. Confirm the current top-right alignment in the affected browser view. Done means both icons are vertically centered on the right side of the autocomplete text box.
