Description

**Describe the task**
The current approach to automated FBAs means that users cannot adjust stations or fuels, we need a master list from each fire centre.
- The list they use for FBAs may be different than for prep, this is known to be true in some fire centres
- Some fire centres will run multiple fuel types for one station
- This list may change seasonally, weather stations may go down: what will our process be for handling this?

UX notes for consideration:
- no user visibility into the list of stations/fuels we're running: will only see stations calculated to be crossing thresholds
- FireBAT doesn't automatically match their list (that they have to manually build and bookmark) in Fire Behaviour Calculator, but they would likely be working between both

**Acceptance Criteria**
- [ ] update / confirm list of FBA stations and fuels for all 6 fire centres
- [ ] consider process for seasonal changes to stations and fuel types
- [ ] consider the weather stn. network context this year
- [ ] consider adding scope to this feature to give users visibility into the list in the interface (clarity, trust, don't cause them to wonder or doubt) esp. given that FBANs can travel btwn FCs during the summer
