Make the HFI more usable.
**Acceptance Criteria**
- [ ] Title case for weather station names too, as you suggested in standup
- [ ] Bold the planning area names (e.g. Kamloops (K2))
- [ ] Heavier border to outline the group of ROS through Prep Level for each day in the prep period and grouping each planning area
- [ ] Add intensity group / prep level reference legend
