Pick a new enforcer for code of conduct

**Describe the task**
Update our documentation (`CONTRIBUTING.md`, `CONDUCT.md`, etc.) to remove Mr. Morris as the enforcer.

**Acceptance Criteria**
- [ ] References to JM & his email address is removed
- [ ] Insert the new enforcer's name/email address

Start by reading CONTRIBUTING.md and CONDUCT.md, along with any other documentation that references Mr. Morris or JM. Done means removing those references and the email address, then adding the new enforcer's name and email address once that information is provided.
