Pick a new enforcer for code of conduct

Update our documentation (`CONTRIBUTING.md`, `CONDUCT.md`, etc.) to remove Mr. Morris as the enforcer.

- [ ] Insert the new enforcer's name/email address

Confirm the replacement enforcer's name and email with project maintainers, then verify that the old references are removed and the new contact appears consistently in the documentation.
