Update `./manage cli` documentation or functionality

The `./manage cli` command no longer works as described in the [Connecting to the Network](https://github.com/bcgov/von-network/blob/main/README.md#connecting-to-the-network) section of the main readme.

Either update the documentation to reference the [Using the containerized indy-cli](https://github.com/bcgov/von-network/blob/main/docs/Indy-CLI.md), or modify the scripts so the command functions as described.

Start with the Connecting to the Network section in README.md and compare its ./manage cli instructions with docs/Indy-CLI.md. Run the documented command to determine whether the README or the command behavior is outdated. Done means the documentation and ./manage cli behavior agree and the documented workflow works.
