Office Number field in the Employee Modal is not truly required

If I do not select an office while creating a new employee, I get an unexpected error. Instead, the modal shouldn't let me click create in the first place. There should be red validation error popping up asking me to select an office just like other required field.

Either that or the submit button should be disabled
