Non-use agreement required if use < 90% annual usage

If save/submit prevented if <90%

- would need notice re. reason can't save/submit and to contact staff
- may be inclination to just adjust schedule to do the math regardless of accuracy/reality

If save/submit not prevented if <90%
- would need notice that a non-use agreement is required...then allow submit
- ideally notification to staff to review for non-use requirements for that RAN-RUP
