Notification for Mandatory Amendment Required

Background: when anything changes in the agreement a mandatory amendment may be needed
Problem: the "amend RUP" step often gets missed by both staff and AH
Solution: some way to notify appropriate party when a mandatory amendment/signature update should be considered (some way of identifying when FTA data is updated by something different and trigger a process of notifying)

- change in people = new plan --> basically a mandatory amendment to look over all content, make sure it is right and new client (all the people) sign || Notify AH (make sure if they start an amendment the new people are added to the new version for signatures
- change in usage = potentially require schedule change || Notify AH
- others?
