When staff "recommend not ready" to DM for initial RUP or mandatory amendment AH should not see the comments in the history log.

Not sure if this is big or little. THinking probably biggish since it the visibility for a specific user type of comments made in a specific status. If it is biggish it should be moved over to backlog and I'll tidy all of that stuff up soon.

Put it in sprint backlog so someone can estimate how big it is...and then move it if more than tiny :)
