Range staff RUP delegation

**As a** *Range Staff person* **I want** *to delegate my RUP* **So That** *Another staff member can act on it using my roles and permissions*

**Additional Context**
- This solution is meant to cover off that staff are able to have other staff cover for them if they leave, and also to facilitate the DM workflow

**Acceptance Criteria**
- [ ] Any staff member can delegate their RUP to any other staff member in their District
- [ ] It should be clear who it was delegated from and that it is a delegated RUP
- [ ] The delegated party should have the same rights and permissions as the person who chose to delegate it
- [ ] Range staff should still be able to see any RUPs that they've delegated, but not be able to edit them until they are reverted back

No files, tests, or entry points are named. Start by locating the existing RUP and staff-permission flows, then determine how delegation, district checks, delegated status, and edit restrictions fit together. Done means the acceptance criteria are met for delegation, visibility, permissions, attribution, and reversion.
