from staff: weird behaviour for grace days

Description
**Describe the bug**
When it is zero it reads as 'not provided on pdf'
Sometimes when changing the number it reverts to 1
**Expected Behaviour**
It should stay whatever number it gets set to and the pdf should reflect the same thing
**Actual Behaviour**
