Version numbers in drop down for legal versions should match version when opened.

**Describe the task**
Because there are many more versions in the db than what's shown to the user, we show a 'legal version #' in the versions drop down so that people don't end up with a list that looks like 3, 6, 8, etc.

We need to make sure the same numbering applies when they open the versions up.

**Acceptance Criteria**
- [ ] Version number in versions list and when you actually open the version match up.
