Automate testing of creating an RUP - up to approved plan.

**Describe the task**
Write the Cypress tests to create a new RUP, submit it to AH, and roll through the statues to an approved plan.

**Acceptance Criteria**
- [ ] An approved plan gets created from no plan existing for an agreement

**Additional context**
- This test does not test every thing on the RUP. This one is just meant to give us legs so we can write some more tests related to rolling plans through the workflows for amendments.
