WORKFLOW: ability to record paper signatures of AHs and DM in the digital record

AHs may not have BCeID so there are potential user_account issues.

Would need to deal with the question “If there happened to be a difference between the paper and digital version, which one is legal?” (Paper because that is what they actually signed) —> may need a disclaimer for these paper process ones. As soon as any digital signing process happened on them (ex. An amendment done with BCeID/IDIR) than that becomes the straight up legal and paper goes out of the picture.
