Hitting 'submit' after not saving first causes indefinite spinning wheel

**Describe the bug**
On a brand spanking new plan if you try to hit submit prior to at least saving once you will get an indefinite spinning wheel. While it might not happen often that staff have a plan filled out and ready to submit in one go prior to saving once, it should get fixed.

**Expected Behaviour**
It should auto save in the background and then submit, and not spin the wheel forever.

**Actual Behaviour**
Wheel spins until you hit cancel.

**To Reproduce**
Steps to reproduce the behavior:
Make new plan, fill out minimum, hit submit.
