Recommending for submission should update plan history on RUP

**Describe the bug**
As staff recommend a RUP for submission. The banner updates but plan history does not until the page is refreshed.

**Expected Behaviour**
After recommending ready the plan history should be updated.

**Actual Behaviour**
The banner updates, but plan history does not until you refresh the page.

**To Reproduce**
Steps to reproduce the behavior:
1. Get a plan to 'Provide Feedback' stage
2. As staff click the 3 dots and then recommend ready
3. Hit yes to update the status
4. See the status update, the banner is changed, plan status history does not update until the page is refreshed.
