Minister issue action mandatory fields not consistent on when turning red.

**Describe the bug**
Minister issue action mandatory fields not consistent on when turning red.

**Expected Behaviour**
They should all behave the same.

**Actual Behaviour**
typing in description nothing turned red. typing in objective it turned red and stayed red even after leaving the field.

**To Reproduce**
Steps to reproduce the behavior:
1. Make a rangeland health action
2. type in description
3. type in objective
4. both fields are required, one is red one is not.
