Fix/streamline local dev and test container process (make, docker, and npm)

Getting a new person, or restarting yourself with a fresh dev/test environment is a real pain, and at this point in time isn't even working properly on my mac without a lot of manual intervention. To avoid revisiting this grief and to ease the onboarding of new resources we should clean this up.

@calebissharp any other ideas you have if related stick them here or otherwise make an issue with the same label and we can tackle them in a dedicated sprint.

Review the current make, Docker, and npm-based local development and test process, focusing on the manual steps required for a fresh environment on macOS. Done means a new contributor can set up and restart the development and test containers with the documented commands, without manual intervention.
