Agreement Holders should not have to resign based on client + location changes that don't change who is on the plan

Agreement Holders as a group are treated as a 'single entity', that does not have to resign unless 'there is a new entity' meaning there are different people on the RUP. A number of things can change that aren't necessarily a change of people: change of client number, or change of client location number. In those cases we shouldn't require them to resign.

@LisaMoore1 let me know if i missed anything on this one, struggling to find where you made some notes on this, but am trying to carve out the issue so @calebissharp has something to chew on.
