Validate for required fields and message when changing status. ** See explanation below as may be a factor of some poor data**

If agreement is missing information (ex. somehow RAN077852 saved at some point while missing a leaf stage value for an indicator plant) if you try to change status (ex. request changes) there is no indication there is a problem except that the status change workflow isn't initiated (ex. popup doesn't appear). If you try to "save draft" it identifies that there are missing fields. Fix that, save draft and the status change workflow starts.

I'm not sure if this is a real problem or something weird with this particular RAN. Taylor said there was some sort of weird cross pollination between this one and RAN077070. Thinking that might have allowed the save without the required info. See #514 and #378.
