Fee register enhancements

This EPIC is to capture the work related to enhancing the fee register for park fees.

- As we approach this work, it would be good to keep in mind how we could build this as 'policy as code'.
- Connect with Niamh and Jeff B regarding the fee strategy review to understand long-term vision/goals/approaches with the park fee structure so that we can build in flexibility to our model and approach
