[M] Support connection of bcparks.ca/CMS to Park Name Register

This ticket is to onboard and support the CMS team to connect to the park name register for display on bcparks.ca.

Will be a learning process for a new area onboarding to the register

Acceptance Criteria:
- Generate an API key for each environment and deliver it to CMS
- provide CMS team with documentation/guidelines on how to get the raw data they're looking for; what it means to have an API key and things that they might run into, i.e. hitting the API too many times
- Onboarding support as required for the CMS team
- Capture/document any issues/challenges that come up from CMS team so that we can have this documented for api sharing to the public
