[L] Setup AWS environments

This ticket is to set up the j8tx58 AWS space with our dev, test, and prod environments and deployments.

Decision: should we only use two environments? (dev/test and prod) We will have all the spaces for now regardless due to limitations with cloud pathfinder BC SEA set up.

**Acceptance Criteria:**

- set up AWS space using github OIDC deployment process
- environments are set up and ready for code deployment
- set up S3 stuff
- Set up cloudfront to point our backend to the correct front ends:
- dev front end exists for register admin
- test front end exists for register admin
- prod front end exists for register admin (vanity url to be set up later)
