Import legal/official sites into Data Register

Create a script or process to import the legal/official sites from csv with all associated metadata into the data register.

## Acceptance Criteria
- sites from csv are imported into Data register (dev, test, prod)
- indigenous characters are correctly imported
- aligns with data model determined in #125
