Notes - Add and save notes

As a user I need to be able to write notes on the record so that I can note a reason for the change.

Acceptance Criteria:
- [ ] when data register admin user makes any changes on the record, they can edit the notes field (should display on Minor, Major and Repeal screens)
- [ ] design of the field should be triple high

Dev List
- [ ] use form engine text field
- [ ] no character limit

Notes:
- AS REFERENCE ONLY: for future implementation, #369 is to view and will not be done until designs are done in #333

2024-02-22:
We are able to create a note while repealing a park, however, once a park is in repealed, you cannot perform a minor edit to add a note.
