[M] State diagram for park name edit paths

Create a state diagram for each edit flow for a park name:
- make change to data (minor change)
- make change to legal name (major change)
- change park to repealed (status change)

- state diagrams exist for each edit pathway in the github documentation under data register repo

Start by reviewing the existing diagrams in the repository's docs/diagrams directory, then read the edit paths in issues #30, #133, and #132. Create one state diagram for each park-name pathway: a minor data change, a major legal-name change, and a repeal status change. Done means all three diagrams are present under docs/diagrams.
