Create a Route Planner Sandbox based on Arly, the Route List Editor

Build an application call Route Planner Sandbox that lets Route Planner API designers and users explore new UX concepts in route planning such as iteratively relaxing constraints in a contrained route and iteratively adding constraints to an unconstrained route.

Areas of study include:

* Ways to use local knowledge of the road network to improve the route planner and/or create tailored, but sub-optimal routes

* Effectively assisting permit clerks in search of efficient routes that involve manual intervention such as counterflow maneuvers (e.g., having flag people close a section of road to allow the vehicle to travel down the middle)

* Ways of supporting designated truck route and oversize corridor design
