In Address List Editor, improve support for non-civic addresses

Add support for special non-civic address columns including:
NON_CIVIC_ADDRESS_IND, LATITUDE, LONGITUDE,
Compute ITN locality from lat/lon if entered.
Present civic addresses near a non-civic address and allow users to pick one.
Compute and display distance between given lat/lon location and geocoded location
Add a Map tab showing currently selected address on a map. Also display the selected address in a single editable row so that users can edit it in the context of its location.
Map should use the DataBC transportation basemap with the following selectable layers on top:
- ICF outlines,
- geocoder/sites/within
- geocoder/intersections/within
- geocoder/occupants/within
- geographical names
- TRIM (quickbase)
